UN Council Backs the US Gaza Proposal
The global body has approved a plan presented by Donald Trump for securing a lasting peace in the Gaza Strip, featuring the deployment of an international stabilisation force and a possible avenue to a independent Palestine.
Widespread Approval with Key Abstentions
The proposal was passed by a count of 13-0, with China and Russia declining to cast votes. America's representative the US ambassador addressed the UN assembly that it charted “a new course in the area for both sides and all the residents of the territory alike”.
Balanced Language on Independence
Addition of mentions to an independent Palestine was the concession the America paid for support from the Muslim nations, who are likely to contribute peacekeepers for the multinational unit.
“The transitional arrangements that we start today must be implemented in accordance with international law and respecting Palestinian rights,” Britain's representative affirmed.
Israeli Opposition Persists
Nevertheless, on the brink of the council decision, PM Benjamin Netanyahu reiterated his administration's firm resistance to the creation of a independent Palestinian entity, raising questions on whether the Israeli government will accept the execution of the UN-mandated proposals.
Key Provisions of the Proposal
- Prompt removal of existing limitations on assistance into the strip
- Creation of an global security force
- Progress on rebuilding and a potential “pathway to Palestinian sovereignty and statehood”
Vague Language and Stipulations
The inclusion to Palestinian statehood was a negotiated inclusion to an original American proposal which did not mention it. However the phrasing is ambiguous and dependent, stating only that once the PA has undergone changes and the restoration of the territory is under way, “the conditions may ultimately be in place for a realistic route to Palestinian sovereignty and nationhood.”
Global Response
The phrasing was insufficient of the definite pledge to the establishment of a independent Palestinian entity next to Israel sought by Muslim nations, as well as EU representatives, but in statements to the chamber after the vote, representatives from those states said they were willing to endorse the settlement in the benefit of prolonging the ongoing cessation of hostilities and swift steps to feed and protect the millions of Palestinians in the strip.
“Algeria has ultimately decided to endorse of this text, a measure that we back its primary aim, namely the maintenance of the cessation of hostilities and the formation of circumstances allowing the Palestinians to claim their fundamental rights to independence and nationhood,” the Algerian envoy announced.
Implementation Challenges
This measure gives general supervisory power to a “stabilisation committee” led by Trump, but of uncertain membership. The group has to report to the United Nations but it is not obligated by the wishes of the global organization or by the PA.
Furthermore, it demands the creation of a Palestinian technocratic committee that is expected to manage routine management of the Gaza and the provision of utilities, but it is highly uncertain who would be involved.
Peacekeeping Unit Mandate
The mandate of the ISF empowers it to disarm and dismantle fighting factions in the territory, but it is highly uncertain that potential participating nations would consent to face such factions. No country has so far agreed to dispatching troops.
Moreover the standards for reform of the Palestinian Authority, the requirement towards steps to Palestinian statehood, have been hazy.
European officials said they viewed it as pressing that the names of the Palestinian technocratic committee to deliver services was agreed as quickly as possible.
